Monica Cocconi graduated with honors in Law with a thesis on information as a precondition for public opinion. In the academic year 1996-1997, she attended and passed the final exam of the Postgraduate Specialization Course “The European Dimension of School and Teaching” at the University of Florence. On April 15, 1996, she obtained her Ph.D. in Public Law Institutions in Rome. In December 1992, she attended a D.E.A. in Law, Economics, and Sociology of Medical Decision, directed by Prof. A. Demichel, in Paris. She won the Fare Award, with positive feedback from a Bocconi University Cergas Commission, for two papers on healthcare organization in Italy. Currently, she is an Associate Professor of Administrative Law at the Department of Engineering and Architecture, University of Parma, and has been qualified for Full Professor functions since 2014.
She organizes mandatory training for managers and executives at the university, is the scientific director of the University of Parma’s Permanent Observatory for Legality, and is a member of the Public Administration Research Institute in Rome and the Demetra Association.
She is on the editorial board of the journal MUNUS – Public Services, the scientific committee of the journal Dirigenti scolastici, and collaborates with the Giornale di diritto amministrativo.
Currently, she teaches “Administrative Law for Engineering” and “Environmental and Energy Law” in the Bachelor’s and Master’s Degree programs in Management, and “Environmental Law and Water Protection” in the Master’s Degree program in Environment and Territory.
She has participated in numerous national PRIN projects and is currently involved in several national research projects.
She has published the following monographs: “The Right to Health Protection,” Padua, Cedam, 1998; “European Education Law. Beyond Market Integration,” Milan, Giuffré, 2006, in the Administrative Law Essays series directed by Prof. Sabino Cassese; “Participation in General Administrative Activity,” Padua, Cedam, 2010; “Public Powers and Energy Market. Renewable Sources and Environmental Sustainability,” Milan, Franco Angeli, 2014, and “Regulating the Circular Economy. Sustainability and New Development Paradigms,” Franco Angeli, Milan. She is the author of numerous essays published in journals and collective volumes on education, administrative procedures, and energy. She has given about fifty presentations on these topics at national and European conferences.
